The first staged badges - for Chess and Short Tennis - were introduced in 1989. The idea was that these badges would be available to Brownies, Guides and Rangers - and would be for hobbies which a girl might start at different ages in different localities. Rather than set standards by age group, there would be a choice of up to 4 stages, and a girl could tackle the stage appropriate to her ability level. Over time more badges were added to the range, many of them replacing the previous Brownie and Guide interest badges. They were withdrawn following programme changes in the 1990s.
